Purpose of this job:
The Country HR Manager China is responsible for establishing and maintaining a country HR organisation in order to ensure that appropriate Human Resource operating policies, processes and procedures are established and implemented effectively by site HR teams in line with the Corporate Human Resources strategies and policies.
Key Duties and Responsibilities:
Human Resources Management Policy
Contributes to the formulation of regional Human Resource Management policies and strategies. Formulates the country HR strategy and policies and ensures implementation of the policies within the country in a way that is consistent with local business strategy and in alignment with prevailing (international) local conditions and regulations in order to achieving optimal business results.
Operational plan
Provides planning guidelines to the site HR teams and consolidates, evaluates and supports timely development of site Human Resource plans in line with country Human Resources guidelines and schedules.
Finance and Control
Formulates, implements and monitors the site HR plan and budget in line with country guidelines
Human resource management
Organises, staffs and manages the country and site HR teams in line with regional HR guidelines in order to be equipped for current and future business challenges.
HR operating model
Initiates, guides and facilitates change processes in the site HR organisation in order to ensure that the country HR operating model is effectively implemented.
Leadership Support
Provides leadership and coaching on Human Resources policies, procedures and best practice. Co-ordinates matters of mutual interest in the area of Human Resources Management in the country.
Recruitment
Directs and co-ordinates the recruitment and selection processes for Management Team members within the local organizations.
Management Advice
Advises the local Management Teams proactively on HR issues in line with corporate and regional HR strategy in order to ensure HR awareness in decision making, stimulate synergy and effectiveness in HR related decisions and to achieve maximum results on HRM
Management Development
Initiates and co-ordinates succession and development plans in order to ensure continuity of competent staff in management positions in all local organizations. Provides guidelines and support on the implementation of management development activities to the site HR teams.
Training and Development
Works in close liaison with site HR teams to devise and implement training and development plans for management positions and liaises with external parties to ensure cost effective design and regional consistency of programmes and processes.
Compensation and benefits
Ensures implementation of equitable and competitive compensation and benefits strategies for the local organizations, in line with regional/country Human Resource policies and guidelines, to attract, motivate and retain skilled staff.
Professional Development
Develops, transfers and co-ordinates professional methods, systems, tools and procedures in order to grow the capabilities of the site HR teams within the country consistent with the established regional/country Human Resource policies.
International Mobility
Co-ordinates all activities relating to international transfers throughout the country.
