Area Financial Controller
REPORTS TO: Area General Manager
CORPORATE: Chief Financial Officer
This position exists in order to:
- Oversee financial management functions encompassing planning and forecasting, management reporting, internal control, accounting, cash and tax management for a property or a cluster of properties.
- Safeguard the interests of the Group and other owners (as applicable) by ensuring proper accounting and reporting practices.
- Develop the financial and functional resource success of (cluster/property)
- Oversee the Information Systems, Procurement, Office Administration and Human Resources functions (where applicable)
Responsibilities:
Financial Management & Reporting
- Prepares, maintains and produces required financial and management reports, on a timely and accurate basis, in compliance with the Group’s policies and standards and in compliance with all relevant statutory requirements.
- Liaises with external and internal auditors in statutory and management audits.
- Ensures that all taxes including, but not limited to, GST/ VAT/ income/ withholding/ property tax, duties and licenses due and payable are paid.
- Analyze local financial markets, business and investment incentives information and make recommendations to maximize return to (cluster/property).
- Coordinates and implements financial plans to set strategies and guidelines for properties and cluster and provides advice and direction in cluster/property financial planning.
- Maintain integrity of operational financial systems.
- Administers credit, debt and collection policies and procedures.
- Scrutinizes the monthly financial report and investigates unusual variances.
- Prepares and reviews all budgets and forecasts covering all activities of the company/cluster with the property managers and other Department Heads.
- Recommends and implements improvements in accounting procedures and internal controls.
- Monitors the cash flow of the company/cluster and works with Corporate Treasury on fund management.
- Works with Corporate Tax team on tax and dividend planning/efficiency.
- Assist (properties) to measure and monitor financial performance.
- Ensure consistent accounting system, processes and practices across cluster and in compliance with Standard.
- Works with Corporate Legal and Company Secretary on legal, company governance and company secretarial matters.
- Ensures full compliance with the Group’s policies and procedures.
Human Resource Management, Development and Leadership
- Develop cluster/property understanding of the (regional) financial system.
- Promote basic financial literacy skills within (cluster).
- Identify staff development needs continuously and implement and monitor relevant programmes.
- Complete performance appraisal twice yearly.
- Identify and develop talent, ensuring a succession plan for self and staff.
- Facilitate and champion goals, behaviours and philosophies.
- Ensure compliance with all human resource regulatory requirements.
Asset Management & Development
- Ensures system effectiveness in safeguarding of the company/ies assets.
- Safe keeps all contracts, insurance policies, leases and other legal and financial records.
- Ensures reporting or raising an alert to Corporate CFO on issues of major concern such as fraud; impending litigation and any other concern that may affect the name and/or operation of the company.
General
- Performs any other duties as may be assigned by management.
- Achieves Key Performance Indicators as set and agreed to.
Authority
- Ensure compliance and implementation of authority limits outlined in Delegation of Authority Policy Manual.
